He is able not just to transform himself into somebody else he is also able to transform the person that he has become into the person he was before.
So Tony spying on his mixed victim turns himself into a dog.
He hangs around his next victim's house a beautiful busty single mother.
His next victim's son takes the dog in.
The busty single mother complained but let the son keep the dog.
Three days later he swapped places with the mother leaving her trapped in the form of a dog.
She can do nothing but watch him take over her life.
She can do nothing but watch him enjoy her body.
She can do nothing but be a pet dog and what her son and make sure the person inside her body does nothing to harm him.
